The finding that shaped everything

Indian procurement law has no innovation-procurement instrument at all

No SBIR Phase III. No EU-style pre-commercial carve-out. And no ground anywhere in the General Financial Rules that lets a department buy from a firm because that firm won a prior competition. Click each card for the rule text.

And the reasoning behind it, in four steps

So we stopped trying to change the rules. GovStart Bridge is built entirely from instruments that already exist — which means a state can adopt it next quarter, not next amendment cycle.

Rules written for a different kind of purchase

The General Financial Rules assume you can describe what you are buying before you buy it. An innovation is the one thing you cannot.
